Streamlining governance models for a more inclusive and sustainable welfare system

The Veneto Region is launching a broad reform of its territorial welfare system, established by Regional Law 9/2024, which provides for the creation of Territorial Social Areas (ATS) as optimal governance units. This medium-term project, which involves both the regional Directorates and individual territories with significant organisational and strategic effort, is part of the PR Veneto ESF+ 2021-2027 programme.

The project envisages an integrated action to support the development of the ATS, not only by assisting the regional Directorates - in particular the Social Services Directorate - in defining and consolidating the overall strategic vision and regional governance, but also by applying this vision at the local level, organising services and strengthening local networks.

Specifically, Lattanzio KIBS's intervention unfolds across five closely connected components: training activities to build the skills of the stakeholders involved; advisory support to assist the institution and the ATS in implementing regulatory requirements; promotional initiatives to disseminate good practices and innovative models; monitoring and evaluation activities to verify results and ensure quality and consistency; and the development of a multifunctional digital platform to foster coordination, information-sharing and operational efficiency.

Project Impact

By strengthening the ATS, the institution generates a significant impact at multiple levels: at the regional level, it enhances the Social Services Directorate's capacity to implement the reform and coordinate networks; at the local level, it supports the twenty-four ATS in their establishment, governance and service delivery, ensuring quality and compliance with essential service standards.
