Lattanzio KIBS supports the Municipality of Nuoro through a strategic project to strengthen the Planning Office with operational tools, targeted regulations, and technical training, within the framework of the local social services system.

As the lead authority of the territorial PLUS, the new integrated and unified local planning for personal care services, the Municipality of Nuoro is promoting a strategic initiative to enhance the administrative capacities of the Planning Office, which is responsible for programming and managing social services in an associated form. The goal is to address organizational challenges and equip the local social services system with modern, efficient tools.

The Municipality’s commitment has taken shape through a multidimensional intervention lasting over a year, with the active involvement of Lattanzio KIBS. Leveraging an integrated and flexible approach, the initiative combines organizational analysis, process simplification, regulatory design, and internal skills development.

The support has focused on developing operational tools for service management and monitoring, drafting the Unified Service Plan, and designing a new regulation for cost-sharing of social services. A strong emphasis has also been placed on staff training, particularly in relation to the National Recovery and Resilience Plan (PNRR), public procurement regulations, and co-design practices.

This tailored intervention has been conceived to strengthen the planning and implementation capacities of the local administration, in line with the principles of New Public Management.

Project Impact

The project has had a tangible impact on the functioning of the PLUS Nuoro Planning Office, helping to make the management of social and welfare services clearer and more structured. The introduction of innovative operational tools, combined with training and ongoing technical support, has improved the efficiency and responsiveness of the local administration. This new working methodology has enhanced transparency, enabled more effective planning, and ensured more coherent public resource management — delivering real benefits to both the territory and its citizens.
